The July 22, 2021 Board Meeting will be conducted via videoconference with the board and staff meeting in the Fisher Multipurpose Room. Interested parties and members of the public must follow the instructions below to observe or provide comment during the meeting as in-person attendance is not available at this time due to ongoing public health concerns.

The California Department of Education recommends that school districts provide regular reports on how surplus funds are invested. Currently, the Los Gatos Union School District funds are on deposit with the County of Santa Clara and are included in the County Investment Portfolio. The Los Gatos Union School District Portfolio reflects cash balances as of March 31, 2021 in the amount of $21,516,462. |

The Consolidated Application for the 2021-2022 School Year is presented to the Governing Board for approval and action. It is the recommendation of the Chief Business Official and Superintendent that the Governing Board approve the Consolidated Application as presented. |
The Consolidated Application is submitted to the California Department of Education to indicate the Los Gatos Union School District intends to participate in the 2021-2022 Consolidated Categorical Programs for which the District is eligible. The programs are as follows: Program Description Title II - Part A Title II funds support increased student achievement through professional development to improve the teacher quality and ensure teachers and administrators meet the No Child Left Behind requirements as highly qualified.
Title III - Part A Title III provides resources to enable all Limited English Proficient students attain English proficiency, develop high levels of academic understanding, and meet the same state academic standards as all other students.

The Williams Complaints Quarterly Report as of June 30, 2021 is presented to the Governing Board for approval and action. It is the recommendation of the Assistant Superintendent and the Superintendent that the Governing Board approve the report as presented.

According to the settlement of the Williams case, school districts are required to report quarterly to their governing boards any complaints they have received with regard to textbooks and instructional materials, teacher vacancy or misassignment, or facilities conditions, as required by Education Code 35186. Between April 1, 2021 through June 30, 2021 there were no complaints received by the District. These quarterly reports will be filed with the Santa Clara County Office of Education.

Resolution #01-21-22, which allows the District to hold an election to levy a parcel tax at $335 per parcel for eight years, with annual adjustments, that will expire on June 30, 2030 is presented to the Governing Board for approval and action. |
The Los Gatos Union School District is committed to offering a high-quality educational program to all students in the District. For 30 years, Los Gatos and Monte Sereno voters have supported local elementary and middle schools by approving additional local funding measures to protect academic excellence in the classroom. The existing educational parcel tax is set to expire, and unless renewed by voters will result in a dramatic reduction of funding. The purpose of the renewal measure is to retain highly qualified teachers, maintain and protect core academic programs, and improve programs in science, technology, engineering, arts, music and math for elementary and middle school students. The Parcel Tax will be $335 per year beginning July 1, 2022 and will be increased by two percent (2%) every year to account for increases in the cost of living. The Parcel Tax will expire on June 30, 2030. The Parcel Tax will include exemptions for seniors and recipients of Supplemental Security Income or Social Security Disability Insurance benefits. An independent oversight committee shall be appointed or designated by the Board to ensure that the special tax proceeds are spent for their authorized purposes and to report to the Board and the public regarding the expenditure of such funds. |

Summer School Update

District Staff will share updates regarding plans for the 2021-2022 school year. The California Department of Health (CDPH) released updated guidelines on July 12th. All California schools are required to follow CDPH Guidelines, and district staff will present an outline of the plans for the 2021-2022 school year aligned to the new guidelines (i.e. vaccination, masking, ventilation, modified quarantining, screening and response COVID testing). |
Beginning the 21-22 School Year

Board policies set guidelines and procedures for Governing Boards and school officials to follow and enforce. Administrative Regulations proved detailed direction and information about the implementation of Board Policies. The California School Boards Association (CSBA) provides sample board policies and administrative regulations to school districts. A first reading of the proposed board policy and administrative regulation are presented the the Governing Board for consideration. |
The board is responsible for overseeing the development of and adopting Board Policies (BP) and Administrative Regulations. Policies set direction and goals for the District and its schools, assign authority, and are the means by which educators are accountable to the public. Administrative regulations are detailed descriptions of how Board Policies will be implemented. The Board Policy and Administrative Regulation outline an Independent Study program that will be available for the 2021-22 school year in response to State Bill 130. |

A first reading of the attached Board Policy and Administrative Regulation are presented to the Governing Board for review and discussion. The documents reflect mandates per CSBA and SB 130, and were revised by District staff. The Board Policy and Administrative Regulation will be presented to the Board for final approval at the August 12th Board meeting. Once adopted, CSBA will upload them to Gamut Online. |
There is minimal financial impact of this program for 2021-22. There may be some small associated costs $500 per month of materials and planning time in order to meet the requirements of the program. This program will expire in June 2022.
