D.5. School Site Single Plans for Student Achievement 2021-2022
Quick Summary / Abstract:

The Single Plans for Student Achievement for 2021-2022 for Blossom Hill Elementary, Daves Avenue Elementary, Lexington Elementary, Louise Van Meter Elementary and R.J. Fisher Middle School are presented to the Governing Board for approval and action. It is the recommendation of the Superintendent that the Governing Board approve the plans as presented.

Rationale:

The Single Plan for Student Achievement identifies and addresses the instructional needs of students and specifies how funds will be used to accomplish the goals outlined in the plan. The school principals have submitted goals and related actions/services to meet student achievement goals. The Single Plans for Student Achievement have been submitted as follows:

D.6. Williams Uniform Complaints Quarterly Report
Quick Summary / Abstract:
The Williams Complaints Quarterly Report as of September 30, 2021 is presented to the Governing Board for approval and action.  It is the recommendation of the Assistant Superintendent and the Superintendent that the Governing Board approve the report as presented.
Rationale:

According to the settlement of the Williams case, school districts are required to report quarterly to their governing boards any complaints they have received with regard to textbooks and instructional materials, teacher vacancy or misassignment, or facilities conditions, as required by Education Code 35186.

Between July 1, 2021 through September 30, 2021 there were no complaints received by the District.

These quarterly reports will be filed with the Santa Clara County Office of Education.

 
Recommended Motion:
It is the recommendation of the Assistant Superintendent and the Superintendent that the Governing Board approve the Quarterly Report on the Williams Uniform Complaints.

D.7. Quarterly Investment Report
Quick Summary / Abstract:

The Quarterly Investment Report as of June 2021 is presented to the Governing Board for approval and action. It is the recommendation of the Chief Business Official and the Superintendent that the Governing Board accept the Quarterly Investment Report as presented.

Rationale:

The California Department of Education recommends that school districts provide regular reports on how surplus funds are invested. Currently, the Los Gatos Union School District funds are on deposit with the County of Santa Clara and are included in the County Investment Portfolio. The Los Gatos Union School District Portfolio reflects cash balances as of  June 30, 2021 in the amount of  $26,333,688

D.8. Unaudited Actuals 2021-2022 Adjustment
Quick Summary / Abstract:
An adjustment to the 2020-2021 Unaudited Actuals report is presented to the Governing Board for approval and action. It is the recommendation of the Chief Business Official and Superintendent that the Governing Board approve the adjustment as presented.
Rationale:
During the annual audit process, there was a clarification made to revenue that is reflected in the attached report.  The Unaudited Actuals presented the one time State funding of $1,026M for Return to School and Extended Learning Opportunities as accrued revenue for the 20-21 year end.  The revenue should be presented as deferred revenue in 21-22 and has been adjusted.  The cash has been corrected recorded as restricted reserves and has not been adjusted.

E.1. PUBLIC HEARING-Initial Public Collective Bargaining Proposals

The public hearing is held for the purpose of taking testimony from the public regarding the Initial Collective Bargaining Proposals from the Los Gatos Elementary Classified Employees Association (LGUCEA) to the Los Gatos Union School District (LGUSD) and LGUSD to LGUCEA for the 2021-2022 school year.

The Assistant Superintended of Educational Services/HR will present the initial collective bargaining proposal from the Los Gatos Elementary Classified Employees Association (LGUCEA) and the Los Gatos Union School District (LGUSD) to the Governing Board for approval.
Rationale:

This is the initial proposal between the Los Gatos Union School District (LGUSD) and the Los Gatos Elementary Classified Employees Association (LGUCEA) for the 2021-22 negotiation cycle.

During the 2021-22 negotiation cycle, the full contract, with the exception of Article 10: Wages and Article and 11: Health and Welfare Benefits, will be open to discuss.

We look forward to working together to maintain the strong relationship between the District and the Association during the upcoming negotiations.

F. STRATEGIC OBJECTIVE #4: Academic Excellence/Curriculum & Instruction
F.1. California Dashboard Local Indicators
Quick Summary / Abstract:

Director of Curriculum, Instruction and Assessment Rhonda Beasley will present California School Dashboard local indicators to the Governing Board. This is for informational purposes only. No action will be taken.

Rationale:

This is a requirement from the California Department of Education.

For Local Control Funding Formula (LCFF) priorities where data is not collected at the state level, an LEA will measure and report its progress through the Dashboard based on locally collected data.

Local Indicators reflect the emphasis on ‘local control’, help to create a seamless accountability process throughout state and local levels, and are important for the local community to understand the holistic picture of an LEA’s progress.

We are required to report on the following local indicators:

  • Priority 1: Basic Conditions at School
  • Priority 2: Implementation of State Academic Standards
  • Priority 3: Parent Engagement
  • Priority 6: Local Climate Survey
  • Priority 7: Access to a Broad Course of Study

In June, data reflecting priorities 1, 3, and 6 were presented to the board. Today, all local indicators are being presented.

G. STRATEGIC OBJECTIVE #1: Student Wellness
G.1. Student Wellness Update
Quick Summary / Abstract:
Director of Student Services Misty Hartung will present a brief update to the Governing Board, along with an agreement for a School Linked Services Coordinator for approval and action.
Rationale:
This position will support parent education programs, family engagement, and provide teacher and staff support for both District Initiatives and staff SEL.
 
Recommended Motion:
It is the recommendation of the Director of Student Services and the Assistant Superintendent that the governing board approve the pending contract and authorize the Superintendent to make changes as necessary.
Financial Impact:
This is a co-investment opportunity.  The District will provide for health and welfare benefits and shared materials cost to host events.  The anticipated financial impact is  $20,000 for the District and $100,000 from the County.
