BACKGROUND Law requires districts to hold a public hearing and to certify that the district has sufficient textbooks and instructional materials for each student or will have prior to the end of the fiscal year. The textbooks and/or instructional materials are to be consistent with the curriculum standards/frameworks and adoption cycle established by the state board. CURRENT CONSIDERATIONS Each site submits textbook and instructional material requests to the district's curriculum office, which in turn uses state textbook funds to order state adopted instructional materials as appropriate for each student in the district. In addition, sites also use categorical funds to finance any additional requests not covered by state funds. Each student has an individual copy of the adopted textbooks K-12. FINANCIAL IMPLICATIONS All requests for basic instructional materials have been funded by the amount allocated for the 2016-2017 school year. Supplemental texts have been and will continue to be covered as funds allow. |

Background The Superintendent prepares annual goals which are reviewed, revised and ultimately approved by the Governing Board. Current Considerations In Closed Session on August 9, 2016, the Governing Board approved the Superintendent’s 2016 – 2017 goals. Since 2011 the Superintendent has elected to make the goals public. This presentation serves to inform the public of the Superintendent’s goals for 2016 – 2017. The goals will also be published on the District’s website. Financial Implications There are no financial implications involved with the public presentation and discussion of the Superintendent’s goals. |

Background It is important to continually review and update the district’s board policies in order to stay on top of changing state requirements and/or district needs. Current Considerations As part of this continual review, the district has the following policy revision for the Board’s consideration: BP 5144 Discipline BP 5144.1 Suspensions And Expulsions/Due Process These policy revisions reflect current law and educational best practices and have been developed in consultation with District’s Council. Financial Implications There are no financial implications associated with the recommended Board Policy revisions.

Background As students complete the first quarter of the academic year, teachers and administrators evaluate their progress and communicate it to parents. When a student performs below grade level in several areas, parents are notified that their child may be at-risk of retention. LCUSD has been using Board Policy 5123 to guide this process. This Board Policy needs to be revised to reflect relevant changes in assessments and school–year timelines. Current Considerations Recently LCUSD switched from a quarter system to a trimester model at the elementary grade levels, and the timelines for teachers meeting with families to communicate student progress needed adjustment. Also, LCUSD will be using Fountas and Pinnell Reading Assessment and California Assessment of Student Performance and Progress (CAASPP) scores as standardized measures of student performance starting 2016-17, which should be reflected on the retention forms. Financial Implications There are no financial implications involved with the revision of BP 5123.

The California Commission on Teacher Credentialing (CCTC) requires that, prior to application for emergency permits, a Declaration of Need for Fully Qualified Educators form from the school district must be on file in Sacramento. |

BACKGROUND The Gann Limit Appropriation Calculation report is completed in accordance with Government Code Section 7906(f): “Each school district shall report to the Superintendent of Public Instruction and to the Director of Finance, at least annually, its appropriation limit, its appropriations subject to limitation, the amount of its state aid apportionments and subventions included within the proceeds of taxes of the school district, and amounts excluded from its appropriations limit, at a time and in a manner prescribed by the Superintendent of Public Instruction and approved by the Director of Finance.” The formula for the calculation is statutorily set. Resolution 2-16-17, and the completed Gann Appropriations Limit report, are attached for reference. CURRENT CONSIDERATIONS The data provided are based on unaudited actuals for 2015-16 and the projections for 2016-17. FINANCIAL IMPLICATIONS None.
