11.a. *Resolution Regarding the SR-710 North Draft Environmental Impact Report/Study (EIR/S)

Rationale:

Background

Due to the complexity of the SR-710 North Study, the California Department of Transportation, in cooperation with the Los Angeles County Metropolitan Transportation Authority have officially extended the public comment period to August 5, 2015.

Current Considerations

The La Canada Unified School District Governing Board and District staff have numerous concerns related to the SR-710 North Draft Environmental Impact Report/Study (DEIR/S).  The Governing Board and District staff place the health and safety of its students, staff and families as one of its highest priorities.  As such, it is recommended that the LCUSD Governing Board pass the attached Resolution calling for the SR-710 North DEIR/S to adequately address the adverse health impacts and potential cancer risks to our school communities given the proposed SR-710 North route’s close proximity to our LCUSD campuses.

The LCUSD Governing Board wishes to eliminate or minimize potential negative environmental, health and traffic congestion impacts to its students, staff and families.  The Governing Board finds the SR-710 North DEIR/S to be absent related analysis and efforts to mitigate these health risks and other environmental and traffic congestion concerns and strongly requests that these be addressed.

Financial Implication

Currently, there are no immediate financial impacts associated with the Governing Board’s passage of the attached resolution.
 
Recommended Motion:

It is recommended that the Governing Board discuss the accompanying letter and Resolution related to the SR-710 North DEIR/S, approve the letter and vote to adopt the Resolution.

11.b. *Approval of Confidential, Managerial, Supervisory and Administrative (CMSA) Job Descriptions, R2-15-16

Rationale:

Background

All LCUSD job descriptions require Governing Board approval.  Typically, a job description is brought to the Governing Board for approval after a bargaining unit has tentatively agreed upon it with the District bargaining team.  However, the attached job descriptions are for CMSA positions.  CMSA is not a bargaining unit.  Therefore, these job descriptions have been created, reviewed and revised by the administrators overseeing the positions and are reflective of best practices and aligned to the needs of the District.

Current Considerations

The attached job descriptions for the positions of Maintenance of Operations Manager, Supervisor of Operations, and Student Technology Specialist require approval of the Governing Board as there are either changes to the description or the position description has not previously been Board approved.  Where there are position description changes, the changes appear in red or with strike-throughs so that they may be tracked.  Upon approval, clean copies will be filed.

Financial Implications

These positions all currently exist and have been funded in the Board approved 2015-2016 LCUSD Budget.

Rationale:

Background

The Williams legislature and the Valenzuela lawsuit settlement require a school district to use its uniform complaint process to help identify and resolve any deficiencies related to: instructional materials, teacher vacancy or misassignment, facilities and CAHSEE intensive instructional and services.

Current Considerations

Los Angeles County school districts are required to report on a quarterly basis to LACOE whether or not complaints have been received. The district received no Williams Uniform Complaints.

Financial Impact

There is no financial impact for the district.
