| BACKGROUND In order to assess the feasibility of a successful parcel tax measure, the District has contracted the services of Charles Heath from TBWB Strategies and Dr. Tim McLarney from True North Research. Mr. Heath was instrumental in guiding the effective outcome of the District’s 2014 Parcel Tax Campaign. Dr. McLarney has conducted a Parcel Tax renewal feasibility study. CURRENT CONSIDERATIONS The purpose of the study is to determine if a parcel tax measure is feasible, identify how to create a measure consistent with community priorities, and gather information needed for communications and outreach. Mr. Heath and Dr. McLarney will present the findings of the study to the Governing Board. FINANCIAL CONSIDERATIONS The financial considerations are contained in the contract with TBWB Strategies effective July 1, 2019 which was approved by the Governing Board at a previous meeting.
