11.a. Superintendent Update on LCUSD’s Reopening Progress for the 2020-2021 School Year, R81-20-21

Background


At an emergency meeting of the LCUSD Governing Board on Thursday, March 12, 2020, the Board voted to enact district-wide school facility closures effective on Friday, March 13, 2020 in response to the COVID-19 pandemic and to exercise its Local Educational Agency responsibilities to ensure the health and safety of its students, staff, and families.  Subsequently, at meetings of the LCUSD Governing Board, staff has prepared presentations to update the LCUSD Community regarding its actions and services in response to the COVID-19 pandemic related school facility closures and distance learning throughout the district.


Since the beginning of the school year, LCUSD school facilities have reopened as workplaces, we have reopened for 9-12 Athletic Training and Conditioning, for SDC students districtwide, and for RSP students K-3 and 7/8 (with progress being made for other RSP students).  Beginning the week of 11/16/2020, LCUSD opened Student Learning Pods at LCHS 7-12 and for TK-2 Students in the Hybrid Model.  


Current Considerations


LA County, along with much of the State and Nation, is experiencing a COVID surge.  However, once infection metrics lower and stabilize, LCUSD has a path forward for continued reopening.  Additionally, on December 30, 2020, Governor Newsom introduced California’s Safe Schools for All Plan.  Some details of the Plan will be shared in this presentation along with LCUSD’s current plans for the next phases of reopening.


Financial Implications


There are no financial implications directly associated with this presentation and discussion item.  However, expenditures for reopening, specifically those associated with staffing, facilities’ preparations, and the purchase of personal protective equipment have been incurred since March 2020.

Background

The Facilities Master Plan identifies several projects at each of the school sites to be constructed as part of the District’s Measure LCF Bond Program.  This presentation provides the most recent outlook on the progress of Measure LCF projects.

 

Current Considerations

The design and engineering of projects provides the District more detailed information with updated costs, scope, and program needs. This report informs the Board of the current status of the Measure LCF Bond Program.

BACKGROUND

 

The state of California, acting on the regulations of Proposition 98, requires the governing boards of California school districts to prepare and issue an annual School Accountability Report Card (SARC) for each elementary and high school under their jurisdiction and to make them available to parents and/or guardians on a website.

 

CURRENT CONSIDERATIONS

 

Attached are copies of the current School Accountability Report Card for each of the four schools.  Please note that the information is substantially based on the 2019-2020 school year.

 

The SARCs contain required information regarding the condition and performance of each school.  Staffing information is also included.  The template used to prepare the documents was available through the district’s annual subscription to Document Tracking.

 

FINANCIAL IMPACT

 

There have been approximately 30 hours of staff time used in preparing these documents.  As a mandated program, costs could be reimbursed by the state, if funded.

CEC serves LCUSD’s Elementary School Sites as its School Age Child Care Provider.

 

Current Considerations


Due to COVID-19, the LCUSD Elementary School Sites have operated at a limited capacity for in-person instruction.  This, coupled with the cohorting and health protocol restrictions placed on child care programs, have severely impacted CEC enrollment.  The resultant financial impacts brought forward the potential need to close the School Age Child Care Program unless a “rent forgiveness” arrangement could be reached.  Given that CEC solely serves LCUSD students in this program and to avoid an interruption in service to LCUSD families, the lease amendment provides for rent forgiveness for approximately six months, December 1, 2020 through June 3, 2021.

 

Financial Implications


The base monthly rent for the entire School Age Child Care Program is $19,963.30.

CEC’s Early Child Care Program operates on the LCUSD property formerly known as the Oak Grove Elementary School Site.  CEC leases the property from the District.

 

Current Considerations


Due to financial difficulties created by the Coronavirus (COVID-19) pandemic, LCUSD and CEC have agreed to amend the CEC’s existing lease to temporarily defer the rental payment owed by the CEC for the remainder of the current fiscal year to be repaid over the course of a six year payment schedule.

 

Financial Implications


The current base monthly rent for the Oak Grove real property lease is $44,695.98.  The terms of the lease deferral and repayment schedule are contained within the lease amendment.

Background

The Williams legislature and the Valenzuela lawsuit settlement require a school district to use its uniform complaint process to help identify and resolve any deficiencies related to: instructional materials, teacher vacancy or misassignment, facilities and CAHSEE intensive instructional and services.

Current Considerations

Los Angeles County school districts are required to report on a quarterly basis to LACOE whether or not complaints have been received. The district received no Williams Uniform Complaints.

Financial Impact

There is no financial impact for the district.
