7.a. Discussion Item – Updates on LCUSD Response to COVID-19 and Distance Learning Response Review Updates for April 1 - 21, 2020, R129-19-20

Background

At an emergency meeting of the LCUSD Governing Board on Thursday, March 12, 2020, the Board voted to enact district-wide school closures effective on Friday, March 13, 2020 in response to the COVID-19 pandemic and to exercise its Local Educational Agency responsibility to ensure the health and safety of its students, staff, and families by engaging exigent measures to flatten the coronavirus infection curve.  At the Governing Board Meeting on March 31, 2020, staff prepared a comprehensive presentation wherein each LCUSD Department and School Site reviewed its actions and services in response to the COVID-19 pandemic, the “Safer at Home” order, and the requirement to move to a distance learning instructional model. 

Current Considerations

It has been three weeks since the last meeting of the LCUSD Governing Board.  At the special meeting of the LCUSD Governing Board on April 21, 2020, District Cabinet will present a general update on actions and services since March 31, 2020, in response to the COVID-19 pandemic and the “Safer at Home” order which required the transition to a distance learning instructional model. 

Financial Implications

There are no financial implications directly associated with this presentation and discussion item.  However, it is important to note that the COVID-19 crisis has precipitated a worldwide financial disaster.  School districts in California have been advised to anticipate funding cuts before the end of the current fiscal year and to plan for significant reductions in the 2020-2021 school year.

7.b. *Recommendation to Extend District-wide School Facility Closures Through the End of School Year 2019-2020, R130-19-20

Background

At an emergency meeting of the LCUSD Governing Board on Thursday, March 12, 2020, the Board voted to enact district-wide school closures effective on Friday, March 13, 2020, in response to the COVID-19 pandemic and to exercise its Local Educational Agency responsibility to ensure the health and safety of its students, staff, and families by engaging exigent measures to flatten the coronavirus infection curve.  Initially the districtwide school closures extended through March 27, 2020.  Subsequently, the LCUSD has taken two additional actions to extend the school facility closures, the first extended through April 19, 2020 and the most recent extended until May 5, 2020. 

Current Considerations

Throughout the COVID-19 pandemic and California “Safer at Home” order, the LCUSD Governing Board has committed to extending school closures in an incremental fashion. LCUSD will reopen schools as soon as it is safe to do so and will be ready to welcome students and staff back to its campuses upon the direction of the Board and/or Superintendent.  However, it is not anticipated that the “Safer at Home” order will be lifted prior to June 3, 2020.  And, because it is crucial to engage in planning for distance learning and viable alternatives to traditional end of year practices, traditions, and celebrations – which must align with the health practices and social distancing requirements to fight the spread of COVID-19 – it is my recommendation that the Governing Board take action to extend LCUSD’s school facility closures through the end of the 2019-2020 school year. 

Financial Implications

There are no financial implications directly associated with this discussion and action item.  The District has filed a waiver with the State of California to receive funding during its closure period.  However, it is also important to note that the COVID-19 crisis has precipitated a worldwide financial disaster.  School districts in California have been advised to anticipate funding cuts before the end of the current fiscal year and to plan for significant reductions in the 2020-2021 school year.

7.c. Presentation on Planning for Senior Class of 2020 End of Year Events and Celebration Given School Site Facility Closures Due to COVID-19, R131-19-20

Rationale:

Background  

LCUSD school facilities have been closed since March 13, 2020 because of the COVID-19 pandemic and California’s “Safer at Home” order.  Requirements for social distancing will be in place for the foreseeable future and, as such, large gatherings are prohibited.  These realities necessitate administrative oversight to ensure that alternative plans are developed for end of the year events and celebrations honoring the achievements of our LCHS Senior Class of 2020. 

Current Considerations 

Tonight’s presentation will provide information on progress and planning related to alternative plans for a June 3, 2020 graduation celebration and other activities to honor the LCHS Senior Class of 2020.  Additionally, plans are being made for virtual promotion celebrations for our 8th grade and 6th grade classes of 2020. 

Financial Implications 

There are no significant financial implications involved with the presentation and related planning as budgets currently exist for graduation and promotions and related activities.
