4.a. Directions for Filling the Unscheduled Vacancy on the LCUSD Governing Board – Interview Guidelines and Procedures, R168-19-20

Background

Mrs. Ellen Multari was elected to the LCUSD Governing Board in November 2011 and reelected in November 2015.  Mrs. Multari moved out of the LCUSD residency boundaries and resigned her Governing Board member seat effective May 31, 2020, resulting in an unscheduled vacancy on the LCUSD Board of Education.  At its May 19, 2020 meeting, the Governing Board determined that it would accept applications, conduct interviews, and subsequently take action to appoint a candidate in order to fill the vacancy.

 

Current Considerations

The LCUSD Governing Board will conduct interviews for its vacant seat on June 16 and 17, 2020 from approximately 1:00 – 4:00 p.m.  There are 10 applications for the position.  The interviews will be conducted via Zoom.  The interviews and the Governing Board’s deliberations will be part of an Open Session meeting, fully accessible to the public.  Each interview will be 30 minutes in length, and will follow the schedule below:

Tuesday, June 16, 2020: 1:10 – 1:40 p.m., 1:45 – 2:15 p.m., 2:20 – 2:50 p.m., 2:55 – 3:25, 3:30 – 4:00 p.m.  Wednesday, June 17, 2020: 1:10 – 1:40 p.m., 1:45 – 2:15 p.m., 2:20 – 2:50 p.m., 2:55 – 3:25 p.m., 3:30 – 4:00 p.m.  Interview appointment times will be assigned via lottery.  Deliberations will follow the final candidate’s interview.  The Governing Board’s vote to appoint the candidate will take place in Open Session subsequent to the deliberations on Wednesday, June 17, 2020.

 

Financial Implication

There are no District financial implications associated with this agenda item.  However, the District incurred significant savings by not calling for an election to fill the vacancy.
 
Recommended Motion:
It is recommended that the Governing Board conduct the interviews for the vacant seat on the LCUSD Governing Board, engage in deliberations following the interviews, and take action via a roll call vote to appoint a candidate to the position.

Background

At an emergency meeting of the LCUSD Governing Board on Thursday, March 12, 2020, the Board voted to enact district-wide school closures effective on Friday, March 13, 2020 in response to the COVID-19 pandemic and to exercise its Local Educational Agency responsibility to ensure the health and safety of its students, staff, and families by engaging exigent measures to flatten the coronavirus infection curve.  Currently, districtwide, school facilities remain closed. Planning for reopening for the 2020-2021 School Year has begun with multiple scenarios under consideration.

Current Considerations

LCUSD has valued agency partners who typically lease LCUSD school site facilities during the summer to provide child care or to serve students and families in summer by providing educational or recreational programs.  Several of these agencies are interested in leasing LCUSD school facilities during Summer 2020.  Unlike typical summers, there are potential implications or consequences related to engaging in such summer lease agreements due to the COVID-19 pandemic.  At its May 19, 2020 meeting, the Governing Board decided not to lease facilities in June and to bring back an agenda item in June in order to determine a course of action regarding July leases.

Financial Implication

It is estimated that the rental income for school site facilities from interested agencies for the month of July would be approximately $10,000.
 
Recommended Motion:
It is recommended that the Governing Board discuss the health and safety issues associated with leasing its school sites to outside agency programs in Summer 2020 given social distancing and other health requirements related to COVID-19.  It is recommended that the Governing Board take action to determine if any lease agreements will be offered to outside agencies for Child Care and Summer Camp programs in July 2020.

5. CONSENT AGENDA
5.a. *Approve Contract for Bid No. LCF 19/20-9, Replacement of Gas Lines at Palm Crest Elementary School, R169-19-20

Background

 

This project would replace the gas piping throughout the campus.  Existing gas piping system is more than 50 years old.  The piping is rusting to the point where some of the piping is leaking.  Recently the District had to undertake emergency repairs of a section of the gas piping system.  This contract is to replace all remaining lines to prevent future occurrence of leaks.

 

This project was not planned to be performed this year.  However, because of the deteriorated condition of the gas piping, it is recommended that this work be completed this summer to prevent failure of the lines during the school year. The District issued an informal bid package in accordance with Public Contract Code 22034.  Staff received no bid in response to the informal bid invitation.  Pursuant to Public Contract Code 22038 staff has negotiated a contract with Barrington Plumbing for the work.  Barrington Plumbing has recently completed repair work on a section of the gas distribution system and is familiar with the site. 

 

Current Considerations

 

Approval of this item would authorize staff to execute a contract with Barrington Plumbing for Bid No. LCF 19/20-9, Replacement of Gas Lines at Palm Crest Elementary School.

 

Financial Implications

 

The contract is for lump sum $100,422. Funds will come from Measure LCF.
