I.2. PUBLIC HEARING: The Board of Trustees will hold a Public Hearing regarding Granite Mountain Charter School's petition for a material revision as required by California Education Code section 47605.
Rationale:

The Governing Board of Lucerne Valley Unified School District shall hold a Public Hearing on Granite Mountain Charter School's petition for a material revision. At this time, the Governing Board of Lucerne Valley Unified School District shall consider the level of support for the petition by teachers employed by the district, other employees of the district, and parents.

L.1. Approve the 2020-2023 Lucerne Valley Unified School District Emergency Plan for Infectious Disease.
Rationale:

When the COVID 19 Pandemic hit, Lucerne Valley Unified School District created the Emergency Plan for Infectious Disease. The plan is intended to guide the district in the case of an infectious disease outbreak (including COVID 19). It is a working document and will support decision making moving forward.

Rationale:

Approval allows School Services of California to provide assistance regarding issues of school finance, legislation, school budgeting, and general fiscal issues.

Rationale:

The Lucerne Valley Teachers' Association (LVTA) and the District participated in good faith bargaining and agreed to the attached Tentative Agreement.  The Tentative Agreement has been approved by LVTA.

Rationale:

The California School Employees Association (CSEA) and its Local Chapter 743 and the District participated in good faith bargaining and agreed to the attached Tentative Agreement.  The Tentative Agreement has been approved by CSEA.

L.8. Consider and Approve the Petition for Material Revision for Granite Mountain Charter School.
Rationale:

Pursuant to Ed Code 47605, a Public Hearing was held for Granite Mountain Charter School's material revision. Formal approval or denial of a charter petition is required within 60 days of submission of the charter. The charter petition has been reviewed by staff and counsel. The Superintendent recommends that we approve the petition for material revision for Granite Mountain Charter School.

Rationale:

With the suspension of the LCAP to December as ordered by Governor Newsom all districts are required to submit a COVID-19 Operations Written Report. Adoption is required at our June board meeting along with our budget for 2020-21.

L.16. Raise substitute teacher rate from $140/day to $150/day. Raise long term substitute teacher rate from $150/day to $160/day.
Rationale:

Current sub rates need to be raised to attract high quality subs for our students. Substitute teacher rates have not been raised in at least 4 years in the district.


 
L.17. Increase stipend for Assistant Superintendent duties for Nate Lambdin from $5,000 to $8,750.
Rationale:

With the retirement of Burt Umstead increased duties will be given to Nate Lambdin. The cost of the increase will come directly from half the stipend of Burt Umstead's.

Rationale:

Charter School oversight has doubled from when the previous stipend was given. The proposal is to increase current stipend by $3,750 from increased charter school oversight.

L.19. Raise CTE pay schedule by 2%. If CTE teacher is full time they will qualify for the current caps of Classified employees.
Rationale:

CTE teachers are an unrepresented group. The pay raise will be equivalent to that of other groups.

L.20. Approve amendments to the Superintendent contract for Peter Livingston as submitted by Ad Hoc committee.
Rationale:

At the May 14th Regular Meeting of the Board, the Board approved the formation of an ad hoc committee to meet with Superintendent Peter Livingston to review the Superintendent’s employment contract. The Board assigned Tom Courtney and Jim Harvey to the committee. The committee met with Superintendent Peter Livingston on May 28th, 2020. The items reviewed were identified as:

 

1)      Section 1 - Contract Term

2)      Section 3 – Compensation

3)      Section 5 – Medical, Dental, Vision, and Life Insurance


Under section 1 Contract term, the term identified was set to end on June 30, 2022. The current contract states that if the Board desired the Superintendent to continue as Superintendent beyond the term of the Contract, the Parties shall negotiate and execute a new contract on or before July 1, 2021. The committee is recommending the contract language be adjusted to set the end date to June 30, 2024. This will create a 4 year length to the new contract.

 

Under section 3 Compensation, the committee is recommending placement of the Superintendent on Step 4 of the prior salary schedule at $176,401. The Salary Schedule will have 4 steps with a 5% increase each step.

 

Section 5 Medical, Dental, Vision and Life Insurance language was adjusted to clarify that the Superintendent will get the medical, dental, and vision plan of his choice fully covered by the district.

 

Each of the committee recommendations was reviewed by our legal counsel. They assisted with drafting the committee recommended new language in the draft contract being considered here.

Rationale:
The ad hoc committee met with the Superintendent as directed by the board and submitted recommended employment contract amendments.
