C. COMMUNICATIONS TO THE BOARD
C.1. Opportunity for Public Comment
Minutes:
There was public comment regarding CalSTRS investments in the fossil fuel industry.
Quick Summary / Abstract:

The Board recognizes the value of public comment on educational issues, and provides this time for members of the audience to address the Board on any school-related matter not on this agenda. The Board can take no action at this time. Each speaker is requested to identify him/herself prior to addressing the Board and will be heard for up to three (3) minutes. The presiding officer of the Board shall determine, based on time constraints of the Board, whether some time less than three (3) minutes shall be allocated to individual speakers. 

Members of the public have two options to address the board. 

You may submit a public comment request to speak during the meeting by submitting via the Google Form that will be provided 15 minutes prior to the start of the meeting on this page. You must be present to read or state your own comment.

C.2. California School Employees Association (CSEA) Update
Minutes:
CSEA President Suzi Andrews shared a video of classified employees throughout the state providing essential services to the students of California. Ms. Andrews emphasized the positive impact classified employees make on behalf of students.

C.3. Mill Valley Teachers Association (MVTA) Update
Minutes:
MVTA Co-Presidents Linda Brune and Erin Frazier stated the union had a reached a new agreement with the district regarding the return to full in-person instruction. Ms. Brune and Ms. Frazier thanked everyone involved, including staff, parent volunteers and students for their support and flexibility.

D. RECOGNITION/PRESENTATION
D.1. Mill Valley Middle School - California Distinguished School Award
Minutes:
Dr. Berman and the Board of Trustees acknowledged Mill Valley Middle School (MVMS) for being named a California Department of Education (CDE) 2021 Distinguished School. MVMS was one of only two middle schools in Marin County to receive this honor.

The board of trustees will acknowledge Mill Valley Middle School for being named a California Department of Education (CDE) 2021 Distinguished School.  Mill Valley Middle School was one of only two middle schools in Marin County to receive this honor.  In 2021, schools were awarded when they met eligibility criteria as opposed to submitting an application. Eligibility criteria provided by CDE was related to CAASPP testing scores, meeting California School Dashboard standards, and school poverty rates.
D.2. Day of the Employee - April 12, 2021
Minutes:
President Uhlhorn and the Board of Trustees designated April 12, 2021 as Day of the Employee for all Mill Valley School District staff. President Uhlhorn on behalf of the Board thanked everyone for their commitment to educating students.

D.3. Tam Valley School Presentation
Minutes:
Principal Laura Myers provided highlights of the 2020-21 school year to date for Tam Valley School. Ms. Myers shared the continuing focus on the wellbeing of all students, the importance of maintaining and building relationships, the Diversity, Equity, and Inclusion (DEI) Committee, “Kindness Klub” initiatives, staff meetings, professional development, restorative practices, and setting the groundwork for social-emotional learning.

D.4. Presentation by Greg Isom, Isom Advisors
Minutes:
Greg Isom, of Isom Advisors, presented an overview of the district’s bond and assessed value history, including bonding capacity, general obligation bond proceed options, and next steps including a timeline for inclusion in a 2022 election.

D.5. District Updates
Minutes:
Dr. Berman and staff provided an update regarding summer school, standardized testing, and iReady data. Director of Student Services Julie Harris shared the timeline for summer school, including online and in-person programs, and the proposed K-5 school-wide schedule. Director of Educational Technology Nicole Reyherme shared the options for standardized testing which is CAASPP, iReady or both. Ms. Reyherme also illustrated how iReady reports are generated for reading and math performance including reports for parents. The District recommended utilizing the data from the iReady assessments for the required end-of-year assessment for the 2020-21 school year. The Board supported this recommendation.

Minutes:
Dr. Berman welcomed everyone back to full in-person instruction and stated it was a highlight everyday to see the middle school students and their interactions. Dr. Berman stated it took "all hands on deck" to make this happen.

H.7. Proposal to Provide Actuarial Services - Valuation of Retiree Health Plan under Governmental Accounting Standards Board (GASB) 74/75
Rationale:

The proposal will provide actuarial valuation  services for the Mill Valley School District's retiree health plan required under GASB Statements No. 74 and No. 75. The actuary study will measure the amount of the post-employment benefit liability; accounting for the post employment benefit liability; disclosures in the annual audit report on the liability, the funding progress, and the funded status.  The last Mill Valley School District actuary report was completed as of June 30, 2019.

H.12. Tam Valley School Mural Project
Rationale:

Representation matters and can shape how a child sees their place in the world. EVERY child regardless of race, gender, sexuality, religion or learning difference should feel included in our school community. That sense of inclusion is the message that we intend our proposed mural to visually display on the Tam Valley campus. The mural was designed by Tam Valley parent, Lynsey Vera, who will also paint the mural on campus. An example of a mural she designed and painted at Terra Marin is included in this proposal. Additionally, since this mural is for all the students at Tam Valley, the PTA will be collecting input from the entire student body about the mural. The current Tam Valley students will determine what phrases are used on the mural and what they want the broader community to know that “Tam Valley stands for.” The proposed mural aligns with the new DEI initiative throughout the district and propose to paint this mural on the wall across from the waterwise garden on campus. Attached is a photo showing a draft of the mural we seek to paint. The final mural will be in color and the number of people/ signs may be modified to fit the space.

President Uhlhorn reconvened the meeting to Open Session at 7:58pm and reported the following action was taken in Closed Session:

Item 1a: Motion by Trustee May, second by Trustee Abdoli. Pursuant to California Government Code Section 54957.1, the Board has approved settlement by a unanimous vote of 5 ayes and 0 noes in the case of Student and the Mill Valley School District. The terms include $38,000.00 reimbursement for educational expenses.

Item 1b: Motion by Trustee May, second by Trustee Crncich Hodge. Pursuant to California Government Code Section 54957.1, the Board has approved settlement by a unanimous vote of 5 ayes and 0 noes in the case of Student and the Mill Valley School District. The terms include $38,000.00 reimbursement for educational expenses.

Item 3: Motion by Trustee Abdoli, second by Trustee May. By a vote of 5 ayes and 0 noes the Board took action to deny the appeal of the denial of interdistrict transfer requests for Student B and C.
