Approve Change Order #1 to Construction Agreement with Tombleson Construction Inc. for the North Monterey County High School Library Media Center Project
|
The Library Media Center project construction agreement was executed in the amount of $1,896,000.00. During the course of construction district staff has recommended improvements that will enhance the value of the project. The recommended improvements as well as added scope due to unforeseen conditions, compile Change Order #1. The total cost for Change Order #1 is $53,016.00, bringing the total construction agreement total to $1,949,016.00. The cost of the change is approximately 2.8% of the original contract amount. Of the 2.8% cost increase, 2.5% is directly related to district requested improvements, and .3% is due to unforeseen conditions.

They will be given ratings that reflect the level of achievement heard by the judges. Students will receive direct feedback and a master lesson from one of the adjudicators.

Approve New Appointment of Margaret Stone to the North Monterey County Unified School District Bond Oversight Committee to fill a vacancy.

Due to a recent resignation of a Bond Oversight Committee (BOC) member, a vacancy became available for a "Community-At-Large" position. The position was publicly advertised for applications from those interested in participating. Margaret Stone, who has been present at every BOC meeting for the Measure H Bond, submitted an application. After reviewing the application district staff is recommending Margaret Stone be appointed to the Committee. |

They will have a California Southern University tour.

Save Our Shores will provide NMCUSD, ASES Program at NMC Middle School a field trip to our location beach and provide a lesson on environmental education. Students will receive a 2.5 hour lesson designed to help students explore, play and appreciate the local marine environment. |

It is recommended that the Board adopt the North Monterey County Unified School District Core Values for Collective Bargaining. |
The District has an interest to improve the communication with all stakeholders around the collective bargaining process. To that end, the Governance Team and district administrators have worked collaboratively to form "NMCUSD Core Values for Collective Bargaining." These Core Values will be used to guide the decision making process for current and future negotiations. They will be used to establish and/or consider: the District's sunshine proposals, NMCFT's and CSEA's sunshine proposals and associated proposals during the collective bargaining process. These Core Values will also be used to frame communication with all district stakeholders. The Core Values were developed in an effort to capture what we believe collectively represent the values of all district stakeholders - students, parents, staff, administration, the Board of Trustees and the community at large.

Approve the negotiated MOU - Elementary Planning Time Pilot Program and associated budget and positions between NMCFT, Local 4008, and NMCUSD for the 2016-2017 and 2017-2018 school years. |
The District and Federation have agreed to an MOU regarding an Elementary Planning Time Pilot Program for the 2016-2017 and 2017-2018 school years. The MOU provides for an additional 90 minutes of planning time each week for teachers in grades TK/K-6. This will be accomplished by continuing to provide Elementary Physical Education teachers, with additional support from PE instructional aides. During this PE instructional time, teachers will continue to have the opportunity to engage in individual, small group, or grade level planning to ensure implementation of the Common Core State Standards and share effective strategies to improve student learning.

It is recommended that the Board open the public hearing on the North Monterey County Unified School District's sunshine proposal for 2016-2017 collective bargaining with NMCFT Local 4008.
|
The Education Employment Relations Act (EERA) requires the District and its bargaining units to "sunshine" their initial proposals prior to commencing negotiations. The "sunshining" process is described in Government Code, section 3547. The District is required to present its initial proposal at a public meeting to enable the public to become informed and have the opportunity to express public comment. Following such public comment, the Governing Board will be asked to adopt the district's initial proposal at a subsequent public meeting. At this meeting the District is presenting its initial proposal and making it a public document. The District proposes the following:

Report on discipline data and the Positive Behavior Intervention and Supports (PBIS) model for promoting positive school climates at NMCUSD schools.
|
The District is fully committed to decreasing the number of incidents on a school campus each day to ensure a safe and positive learning environment. The District is implementing a system of tiered interventions and supports to promote a positive school climate. The PBIS model will continue to assist schools is creating a positive and supportive learning environment for student success. Efforts are also underway to provide parents with educational opportunities and resources to support students who have been referred for interventions and supports. A Behavior Intervention Counselor/Coordinator has been hired and supports the high school campus and a full-time Intervention Specialist also works at the middle school supporting teachers and students. Each elementary school has an Assistant Principal and/or Specialist to support these efforts. This past school year a coordinator for Family Services and Youth Engagement has been hired to provide support to schools in Tier 2 and Tier 3 interventions. School Psychologists, a Clinical Counselor and counseling interns, in addition to a prevention counselor at the high school, work to identify and support students and families. The District Special Services department is also working to coordinate mental health services and support for high needs students and families. Discipline Data Summary: From 2013-2014 to 2014-2015, across the District the total number of offenses that involved suspensions was decreased by 41% or from 909 offenses to 376 offenses, and the number of expulsions was decreased by 50% or from 4 to 2 expulsions. The cumulative report is attached along with each school's report for the number of offenses that involved suspension or expulsion. From 2013-2014 to 2014-2015, District wide the number of students suspended decreased by 48% or from 428 students in 2013-2014 to 205 students in 2014-2015. The summary report is attached that lists each school in the District as compared to the County and State totals. The District suspension rate decreased from 9.0 students to 4.3 students as compared to the county which is at 3.9 and the state which is 3.3 suspension rate.

The District's music program has been expanded to include the elementary in grades 5-6 this past school year. The proposal to approve an additional full-time music teacher will ensure that the District's music program will continue to grow. There is currently one full-time music teacher who serves that elementary and middle school. A retired part-time music teacher is currently serving the high school. The schedule for the music teachers will be re-aligned to meet the needs of students for the 2016-2017. |

It is recommended that the Board approve the temporary, full-time custodian position through August 30, 2016.
|
On a regular basis the District is challenged with absent staff due to illness and industrial and accident illness leave. Currently, we are challenged with regular custodial absences, which as a result creates a less than ideal environment for student learning and teacher instruction. Hiring a temporary, full-time custodian will allow the district to support sites with more seamless coverage due to a higher than normal volume of absences.

There is a need to develop systems, protocols and support structures for a variety of programs and services that are outlined in the Local Control Accountability Plan to include developing handbooks, guidelines, and evaluation reports for extra-curricular and co-curricular programs, activities and other programs. This also includes inventory and ordering of instructional materials, equipment to include library/media materials, Career Technical Education materials/equipment, musical instruments, and PE/athletic equipment. The Special Projects Coordinator will be a temporary position through June 30, 2017 who will work under the direction of the Assistant Superintendent of Educational Services in supporting students, parents and staff. This position will be paid at a $300 per day for 185 days in a school year for an annual salary of $55,500.
