In accordance with Government Code, Sections 54950-54962, the Board of Education must disclose the items to be discussed in closed session. After closed session, the Board shall report out actions taken in closed session as required by law, including members' vote and abstention. O.I. Approve the Partnership Services Agreement with UC Santa Cruz Educational Partnership Center to Implement the Early Academic Outreach Program (EAOP) at North Monterey County High School for the 2016-17 School Year (Action Item)
Recommended Motion:
Approve the Partnership Services Agreement with UC Santa Cruz Educational Partnership Center to Implement the Early Academic Outreach Program (EAOP) at North Monterey County High School for the 2016-17 School Year.
Rationale:

The UC Santa Cruz Educational Partnership Center has been a partner with North Monterey County Unified School District for several years, providing services and resources to support our efforts in ensuring students are college and career ready.

The overall program goal of Early Academic Outreach Program (EAOP) is to ensure that students have an opportunity to pursue and succeed in post-secondary education. EAOP will serve approximately 400 students and specializes in individual and group academic advising to help students remain motivated and on-track to complete A-G courses required for UC and CSU admission.

Academic enrichment services include intensive workshops and summer courses, test taking workshops, and student and parent workshops on financial aid, scholarships, college applications, and personal statements. Ultimately, students learn how to successfully navigate postsecondary education options. This outside service provider will coordinate closely with the school site Guidance and College & Career Department.

 
Financial Impact:

Not to exceed $23,000 to be paid from Supplemental Concentration Grant funds.

O.II. Approve Agreement Between Hartnell Community College District and North Monterey County Unified School District, Members of The Salinas Valley Adult Consortium (Action Item)
Recommended Motion:

Approve the updated agreement with Hartnell Community College District as the fiscal agent for the Salinas Valley Adult Education Consortium for the 2016-2017 as present. 



Rationale:

As a member of the Salinas Valley Adult Consortium, North Monterey County Unified School District is renewing the updated agreement to provide adult education courses and related services for the 2016-2017 school year.   The agreement outlines the objectives to be met accordingly.  

 
Financial Impact:

North Monterey County Unified School District will receive $454,242 in funding to offer adult education classes within the required components outlined in the agreement.

Rationale:

Per staff recommendation on June 30, 2015, North Monterey County Unified School District Board of Education took action to appoint Kari Yeater, Superintendent or Liann Reyes, Assistant Superintendent of Business Services as designees per AB720 to Public Contract Code Section 22034(e), to award informal contracts. Board ratification is required for all contracts awarded under this procedure. A copy of each contract, along with a summary list of contracts is being presented for ratification.

Recommended Motion:
Approve the Contract between Summitview Child & Family Services and North Monterey County Unified School District for 2016-17 school year.
Rationale:

Master Contract between North Monterey County Unified School District and Summitview Child & Family Services for fiscal year 2016-17 with individual service agreement (ISA) to be developed and approved through the term of the contract for services between said agency and North Monterey County Unified School District.


 
Financial Impact:

Services identified through individual services agreements (ISA) will be charged to Special Education Administration Resource 6500.

Recommended Motion:

Approve Independent Consulting Agreement for WASC Process Support at North Monterey County High School.


Rationale:

The Consultant will provide consulting services to the District in the following areas: 

  • Assist the principal and Curriculum/Instructional Media Specialist in preparing a timeline and process for the WASC mid-cycle self-study. Assist in the development of an implementation plan and develop a data request form to be provided to the District and designated school staff for the WASC process.
  • Assist the principal and the Curriculum/Instructional Media Specialist in reviewing documents, compiling data reports, gathering survey information and committee work as appropriate, and ensure timelines are met.
  • Provide support in drafting/editing various chapters for the mid-cycle report.
  • Finalize mid-cycle report with principal and Curriculum/Instructional Media Specialist.
  • Review and assist the principal and Curriculum/Instructional Media Specialist to prepare the WASC leadership team and committees for mid-cycle visit.
  • Support the principal, Curriculum/Instructional Media Specialist and WASC leadership team during the scheduled visit.
  • Assist the principal in updating the WASC action plan/school plan for 2017-2018 based upon findings identified in the self-study mid-cycle report and mid-cycle visiting committee's recommendations.

P.I. Approve Advancement Via Individual Determination (AVID) Student Tutor Job Description and Related Positions (Action Item)
Recommended Motion:

Approve Advancement Via Individual Determination (AVID) Student Tutor job description and related positions.



Rationale:

Advancement Via Individual Determination (AVID) is an educational program for middle and high school students that supports student preparation for college through an academic elective course that teachers necessary learning skills, reinforces the academic core, and encourage rigorous student course taking.

AVID tutors will support middle and high school students enrolled in the AVID elective course by providing direct instructional support to students with the assistance of an AVID elective course teacher. AVID Tutors are distinguished from other tutors and instructional aides/assistants in that AVID tutors are trained in the use of AVID strategies to enhance academic performance of targeted students and serve as role models and mentors. Tutors will work a minimum for 3 hours per day, 2 days per week. Tutors will work directly with students as well as attend tutor trainings.



 
Financial Impact:

The estimated cost for 6 tutors at 3.5 hours/day to serve both the middle school and high school is $25,900 for an school year ($4,317/per tutor).  The estimated cost for 3 tutors at 3 hours to serve the high school is $11,100 for a school year ($3,700/per tutor).  The total estimated cost is $37,000 for eight AVID tutors to serve all AVID classes in the current 2016/2017 schedules.  The cost of the tutors is budgeted from Supplemental and Concentration grant funds.

Approve Appointment of Deborah Trice to the North Monterey County Unified School District Bond Oversight Committee to fill a vacancy


Rationale:

Due to a recent resignation of a Bond Oversight Committee (BOC) member that moved out of the district, a vacancy became available for a "Community-At-Large" position.  The position was publicly advertised for applications from those interested in participating and Deborah Trice submitted an application.  After reviewing the application district staff is recommending Deborah Trice be appointed to the Committee.

No fiscal impact.

Rationale:

StriveTogether will provide strategic consultation services, processes, templates, and tools to support the LCAP goals and prioritize strategies by using evidence-based decisions to meet defined outcomes.  Strive provides for a collective impact model that the District will be implementing as a framework for our cradle to career strategic plan.  The model ensures that actions/services are implemented in a manner that is coordinated and aligned in order to achieve measurable outcomes.
